Câest toujours avec beaucoup de plaisir que votre Ă©quipe municipale et votre serviteur vous accueillent pour cette traditionnelle cĂ©rĂ©monie des vĆux 2026.
Vous le savez maintenant, sont volontairement rassemblĂ©s ici autour de moi, Ă la fois les Ă©lus et les employĂ©s communaux puisque nous travaillons tous ensemble pour vous toute lâannĂ©e sans compter notre temps Ă votre service.
Lâautre plaisir câest de vous retrouver ce soir, toujours aussi nombreux.
Et comme tous les ans je commence par souhaiter la bienvenue Ă nos nouveaux habitants qui sont lĂ ce soir puisque grĂące Ă eux et aux naissances nous avons encore progressĂ© en nombre dâhabitants, comme nous le dit lâinsee, puisque jâai le plaisir de vous annoncer que nous sommes dorĂ©navant 738 crouzillauds en 2026 contre 634 il y a seulement deux ans.
Mes souhaits de bonne annĂ©e, de bonne santĂ©, de rĂ©ussite dans vos projets vont Ă chacune et chacun dâentre vous, Ă vos familles, vos entreprises commerciales ou artisanales, vos exploitations agricoles, ainsi quâĂ lâensemble de la population de notre commune.
Avec une pensĂ©e particuliĂšre pour celles et ceux qui sont les plus dĂ©munis, qui souffrent de la maladie, de la solitude et qui nâont pu se dĂ©placer ce soir.
Légalement une pensée pour ceux, nombreux, trop nombreux qui nous ont quittés en 2025. Dont notre doyenne qui avait 99ans et 6 mois.
Cette tradition des vĆux nous rĂ©unit toutes et tous quelques soit nos divergences pour un grand moment de plaisir partagĂ© dans un monde qui en a bien besoin.
Surtout avec la situation de crise quâil connait, confrontĂ© aux actes terroristes et aux atrocitĂ©s de la guerre en Ukraine Ă Gaza en Iran ou ailleurs et aux violations du droit international de plus en plus frĂ©quentes.
Monde oĂč nous constatons la montĂ©e des Ă©goĂŻsmes partout dans tous les continents et la disparition des notions dâintĂ©rĂȘt gĂ©nĂ©ral, de bien commun et d'esprit civique.
Mais pourtant nos vĆux ne doivent pas ĂȘtre lâoccasion de se lamenter, ni de se plaindre, car il s'agit avant tout d'un temps convivial, une trĂȘve mĂȘme, lâoccasion presque unique de se parler et dâĂ©changer entre nous.
Et pourtant câest sans doute, au-delĂ de la tradition une bonne maniĂšre pour nous de manifester notre volontĂ© de faire bouger les choses et de se mobiliser pour un avenir collectif meilleur pour La Croisille, garant de bonheur individuel.
Cette nouvelle année 2026, sera aussi marquée, vous le savez, par un renouvellement municipal et intercommunal partout en France.
Aussi jâai le plaisir de vous annoncer ce soir quâavec une Ă©quipe renouvelĂ©e et plurielle je serai Ă nouveau candidat le 15 mars prochain pour continuer Ă gĂ©rer notre commune et pour toujours dĂ©fendre nos intĂ©rĂȘts.
Cette nouvelle annĂ©e devrait ĂȘtre aussi lâoccasion de se tourner vers les projets et les rĂ©alisations Ă venir.
Mais vous comprendrez aisĂ©ment ce soir, que pour des raisons de respect de la lĂ©gislation, je mâen tienne trĂšs prudemment Ă ne pas Ă©voquer nos dossiers et projets pour 2026 ainsi que leurs enjeux comme je le fais chaque annĂ©e.
Bien entendu ceux-ci sont dĂ©jĂ prĂȘt et je vous les prĂ©senterai trĂšs prochainement avec la nouvelle Ă©quipe qui travaille Ă les mettre en place, ils sont dâailleurs toutes et tous lĂ ce soir.
Aussi comme nous sommes Ă la fin de ce mandat commencĂ© en 2020 je vais vous remĂ©morez une petite partie des nombreuses rĂ©alisations que jâai sĂ©lectionnĂ©.
Ces rĂ©alisations vous avez pu les suivre par vous-mĂȘme et en avoir les compte-rendu prĂ©cis sur le site internet de la Mairie, qui je vous le rappelle est quotidiennement mis Ă jour, sur mon site Facebook ou celui de la mairie, ou lâavoir lu dans panneau Pocket ou lu dans le Populaire, ou bien encore en avoir pris connaissance par la diffusion hebdomadaire de mon agenda par e-mail.
Vous le savez je considĂšre que la transparence et lâinformation sur ce que font la mairie et les Ă©lus sont indispensable
Aussi permettez-moi juste de vous citer quelques exemples dâactions de votre conseil municipal, qui me paraissent trĂšs symbolique de notre travail sur ce mandat 2020-2026.
Commençons par les finances au-delĂ dâavoir maitriser la fiscalitĂ© sur les 7 derniĂšres annĂ©es puisque de 2019 Ă 2025 le foncier bĂąti nâa progressĂ© que de 7 % soit une moyenne de 1% par an, bien en deçà de lâinflation et du coĂ»t de la vie.
Nous avons Ă©galement fini de complĂ©tement dĂ©sendettĂ© notre commune de ses emprunts dont les plus lourds dataient dâune vingtaine dâannĂ©es, tout en perdant la Taxe dâhabitation et en subissant les baisses de dotation de lâĂ©tat.
Pour votre vie quotidienne nous avons mis en place sur ce mandat un nouvel adressage qui permet notamment au service de livraisons et surtout aux services de secours de pouvoir plus vite intervenir chez vous en cas de besoin.
Concernant lâenvironnement nous avons notamment rĂ©cupĂ©rer les 19 hectares de terrains communaux du Mont Gargan et les zones humides de Nouailhas pour les gĂ©rer et protĂ©ger avec le conservatoire des espaces naturels.
Pour ce qui est des investissements nous avons mis en place des bornes pour voiture Ă©lectrique avec le sehv et continuer lâenfouissement des rĂ©seaux Ă©lectriques et de fibres, au barnagaud Ă chassagnas et au reineix.
Ăgalement installer un dĂ©fibrillateur devant la mairie, reconstruits le pont des martyrs, continuer dâentretenir annuellement nos 70 kms de routes communales.
La commune sâest aussi rĂ©Ă©quipĂ©e avec un nouveau tracteur et un nouvel utilitaire Kangoo Ă©lectrique.
Et personnellement je suis avec la sociĂ©tĂ© circet lâavancement des travaux de lâantenne relai tĂ©lĂ©phonique qui doit enfin supprimer nos zones blanches, les installations des infrastructures sont prĂ©vues pour le 23 fĂ©vrier prochain et le montage du pylĂŽne pour le23 mars.
Nous avons aussi continuĂ© dâentretenir et rĂ©novĂ© en rĂ©gie nos bĂątiments communaux avec la mise en open space de lâaccueil de la mairie, remplacĂ© tout lâĂ©clairage de nos bĂątiments communaux par des Ă©clairages led plus Ă©conomiques.
Toutes les chaudiĂšres des logements municipaux ont Ă©tĂ© changĂ©s et toutes les toitures des bĂątiments communaux comme celles de lâĂ©cole ou de la mairie, ont Ă©tĂ© refaite par Frederic JoyĂ©.
Concernant lâĂ©cole qui est lâavenir de nos enfants et donc de la Croisille, nous sommes fiĂšres dâĂȘtre la seule commune du secteur Ă avoir obtenu, et ce nâest pas rien, lâouverture dâune nouvelle classe et donc pĂ©rennisĂ© les emplois de notre Ă©cole communale pour les annĂ©es Ă venir.
Jâen profite ici, pour remercier Laura ainsi que notre maitress crouzillaude Virginie pour leur investissement auprĂšs de nos enfants.
Et bien entendu nous avons continuĂ© dâanimer notre commune toute lâannĂ©e avec des animations comme la meulemania ou la crouzillaude qui sont la marque de fabrique de La Croisille sans oublier en aoĂ»t notre fĂȘte patronale au stade qui a battu tous les records dâaffluences avec notamment la venue de 1500 personnes pour le concert de Vigon, que vous me rĂ©clamez Ă nouveau.
Nous avons comptabilisĂ© 4000 personnes sur les 2 jours de la fĂȘte, du jamais vu ici depuis longtemps.
Ăgalement dans une pĂ©riode ou le devoir de mĂ©moire du passĂ© sâĂ©loigne, nous avons retissĂ© nos liens avec la commune dâOffendorf ou je me suis rendu lâan dernier pour le 80Ă©me anniversaire de sa libĂ©ration en mĂ©moire des 600 alsaciens qui ont Ă©tĂ© rĂ©fugiĂ© ici Ă La Croisille en 1940.
Enfin nous avons continué à faire de La Croisille une commune connue et reconnue et nous avons été primé toujours dans ce mandat comme.
Village Ă©toilĂ© par lâAssociation Nationale pour la Protection du ciel et de lâenvironnement nocturnes.
Village Prudent par la prévention routiÚre.
Village dâavenir par le ministĂšre des collectivitĂ©s territoriales.
Et ces derniers jours nous avons Ă©tĂ© classĂ© premiĂšre des 125 communes de la Haute-Vienne par le Syded et LabellisĂ© pour lâensemble de nos actions et notre engagement en faveur de lâĂ©conomie circulaire.
Dâailleurs nous avons eu le plaisir hier aprĂšs-midi de recevoir M le PrĂ©sident du Syded, Alain AUXEMERY venu en personne Ă la Croisille nous remettre notre diplĂŽme et participer Ă la pose des panneaux de labĂ©lisation pour lâĂ©conomie circulaire aux entrĂ©es de la commune.
Ensuite et vous pouvez le voir tous les soirs la derniĂšre opĂ©ration que nous avons faite pour vous ce sont les illuminations de votre place centrale rĂ©alisĂ©es dans le cadre de lâĂ©conomie circulaire entiĂšrement par les employĂ©s du service technique et uniquement avec du rĂ©emploi de la rĂ©cupĂ©ration et sans aucun investissement.
Aussi permettez-moi aussi ce soir de tĂ©moigner de notre gratitude Ă nos employĂ©s municipaux avec qui nous Ćuvrons au quotidien et souligner lâimportance du travail effectuĂ© pour le bien ĂȘtre de notre commune.
Quâil me soit permis Ă ce stade de saluer aussi tous nos prĂ©sidents dâassociations et leurs adhĂ©rents qui contribuent fortement au rayonnement de La Croisille et je souhaite la bienvenue Ă nos trois derniĂšres associations.
Celle des jeux avec la ludothĂšque de Germain Massy,
Celle des Ă©checs avec Mat-sur-Briance dâAurĂ©lien Debord
Et celle du judo club de la Croisille dâOliver Portefaix.
Sans oublier celles et ceux qui font vivre nos deux rĂ©cents lieux dâanimations que sont le tiers lieu de la pelle jaune et celui dâexpression dâavant-garde du hangar Ataraxie.
Une spéciale dédicace pour tous nos commerçants et artisans présents depuis des années qui font de la Croisille une commune centrale et vivante, dont nos derniers entrepreneurs arrivés durant ce mandat :

Et mĂȘme si ce nâest pas un commerce comme les autres, notons la chance dâavoir un corps mĂ©dical complet avec notre pharmacie ; nos deux docteurs et nos deux infirmiers.
Toutes et tous font le dynamisme et lâimage de La Croisille aussi je leur dĂ©die cette citation dâAlbert CAMUS « La vraie gĂ©nĂ©rositĂ© envers lâavenir consiste Ă tout donner au prĂ©sent »
Mais déjà 2026 a commencé, et nous nous sommes remis en action en travaillant, pas plus tard que mercredi dernier avec un chantier participatif pour les plantations de notre jardin fruitier public, aménagement qui va reconfigurer le champ de foire et les entrées de notre cimetiÚre.
Pour conclure mes chers amis, Ă toutes et tous je vous invite Ă lever dans un instant le verre de lâamitiĂ© et au nom du conseil municipal et des services communaux je vous souhaite une trĂšs belle et heureuse annĂ©e 2026.

NEW YEAR WISHES 2026
Ladies and gentlemen,
Ladies and gentlemen of the council, in your various capacities,
The elected representative of the Chambre de MĂ©tiers, dear Pierre,
Ladies and gentlemen, representatives of the world of associations â economic, agricultural and sports â which all contribute to the cohesion of our commune,
Ladies and gentlemen, representatives of the Gendarmes and the Fire Service,
Ladies and gentlemen, who are new arrivals,
Dear friends,
It is always with great pleasure that your municipal team and I welcome you to this traditional New Year Wishes ceremony 2026.
As you know, gathered around me are both the elected councillors and the communeâs employees as we all work together for you throughout the year â dedicating our time to serving you.
Itâs a pleasure to see you so many of you here again this evening.
And, as every year, I would like to begin by welcoming our new inhabitants who are here this evening. Thanks to them â and to the births in the commune â our population has increased again, according to INSEE, as I have the pleasure of announcing that we are now 738 Crouzillauds in 2026 â compared to only 634 just two years ago.
My best wishes for a Happy New Year, for good health, for success in your projects, to each of you, to your families, your businesses (commercial, professional, agricultural) as well as to the entire population of our commune.
I am thinking especially of those in our community who are the most disadvantaged, who are suffering from illness or loneliness, and are unable to be here with us this evening.
We are also thinking of the many, too many, who left us in 2025. This included our oldest villager, who was 99 years and six months old.
This tradition of New Year Wishes brings us all together, no matter our differences, for a moment of pleasure, in a world that badly needs it.
Especially given the current crisis situation in the world â acts of terrorism, atrocities of war in Ukraine, Gaza, Iran and elsewhere and the violations of international law that are becoming more and more frequent.
A world where we are seeing the rise of selfishness everywhere, on every continent, and the disappearance of the notions of general interest, common good and civic spirit.
However, our New Year Wishes must not be an occasion for lamenting or complaining, because it is above all a convivial time, even a truce, an occasion almost unique for talking and socialising together.
And it is, beyond tradition, without a doubt, a good way for us to demonstrate our desire to make things happen and to work together for a better collective future for La Croisille â guaranteeing individual happiness.
This new year of 2026 will also be marked, as you know, by a renewal of the municipal and intercommunal councils throughout France.
So I am pleased to announce to you this evening that with a renewed and diverse team, I will once again be a candidate on 15 March in order to continue managing our commune and defending our interests.
This new year should also be an occasion to look ahead to future projects and activities.
But you will understand this evening, that in order to respect legislation, I will be very careful not to discuss our plans and projects for 2026, or their challenges, as I usually do each year.
Of course they are ready and I will present them to you very soon, along with the new team who will be working to put them in place. They are all here this evening.
Also, as we are at the end of the mandate that started in 2020, I would like to remind you of a few of the many achievements.
You have been able to follow these yourself through the accounts on the Mairieâs website, which I remind you is updated daily, on my Facebook page or that of the Mairie, or to have read about them on Panneau Pocket or in Le Populaire â or even to have learnt of them through the weekly email distribution of my diary.
As you know, I consider transparency and information about the Mairie and the elected councillors essential.
So, allow me to give you a few examples of the councilâs actions, which seem to me to be very symbolic of our work during this mandate 2020-2026.
Letâs start with the finances â beyond mastering taxation over the last seven years, from 2019 to 2025, the property prices only went up by 7% so an average of 1% per year, well below that of inflation and the cost of living.
We have also completely paid off our communeâs debts, the largest of which dated back some twenty years, even though this was at the same time as losing the Taxe dâhabitation and suffering cuts in state subsidies.
Concerning your daily life, we set up a new addressing system which enables deliveries, and above all, the emergency services to reach you more quickly when necessary.
As for the environment, we have recovered 19 hectares of communal land at Mont Gargan and the wetlands of Nouailhas in order to manage and protect them, along with the Conservatoire des Espaces Naturelles.
In terms of investments, we have, along with the SEHV, installed charging points for electric vehicles and are continuing to bury the electrical and fibre networks at Barnagaud, Chassagnas and Reineix.
We have also installed a defibrillator in front of the Mairie, restored the Pont des Martyrs, and continued with the annual maintenance of our 70 km of communal roads.
The commune has also been re-equipped with a new tractor and a new utility vehicle â an electric Kangoo.
Personally, I am working with the company CIRCET to advance the work on the telephone antenna which will overcome our âno signal areasâ. The installation of this infrastructure is scheduled for 23 February and the installation of the pylon on 23 March.
We have also continued to maintain and renovate our communal buildings â with the opening up of the reception area of the Mairie and replaced the communal buildingsâ lighting with more economical LED lighting.
All the boilers in the council accommodation have been changed and the roofs of the communeâs buildings, such as those of the school and the Mairie, have been replaced by Frederic JoyĂ©.
With regards to the school, which is the future of our children and therefore of La Croisille, we are proud to be the only commune in the sector to have obtained, and this is no small feat, the opening of a new class and therefore the security of our school employees for the forthcoming years.
I take this opportunity to thank Laura, as well as our teacher from La Croisille â Virginie, for their investment in our children.
And of course we continue to animate our commune throughout the year with the fete patronale, in August, which beat all attendance records with the notable arrival of 1500 people for Vigonâs concert â which you are asking me to repeat.
We counted 4000 visitors over the two days of the festival â which has not been seen here in a long time.
Also, in a time when the duty to recall the past is slipping away, we have re-established our links with the commune of Offendorf, which I visited last year for the 80th anniversary of its liberation â in memory to the 600 people from Alsace who took refuge here in La Croisille in 1940.
Finally, we have continued to make La Croisille a commune that is known and recognised and during this mandate we have been awarded:
Village recognised by the national association for the protection of the sky and nocturnal environment.
Village Prudent by the road safety prevention.
Village of the Future by the Minister of Territorial Collectivities.
And in the last few days we have been classed as first out of the 125 communes in the Haute-Vienne by SYDED and recognised for all of our activities and commitment to the circular economy.
Yesterday afternoon we had the pleasure of welcoming the president of the SYDED, Alain AUXEMERY, who personally visited La Croisille to award us our diploma and participate in the placing of the signpost, recognising the commitment to the circular economy, at the entrances to our commune.
Then, and you can see it every evening, our last act of 2025, which is the Christmas lighting of the village square â carried out within the commitment to the circular economy by the communeâs technical team through the re-use of materials, with no new investment.
So, this evening, allow me to convey our gratitude to our municipal employees â with whom we work every day and highlight the importance of the work carried out for the well-being of our commune.
This enables me, at this point, to also recognise and thank the presidents of all our associations and their members who greatly contribute to the standing of La Croisille. I would like to welcome our three most recent associations â that of the games with the Ludotheque led by Germain Massy, that of chess with Mat-sur-Briance led by AurĂ©lien Debord, and that of the judo club of La Croisille by Oliver Portefaix.
A special dedication to all our businesses and trades people who have been in La Croisille for years and who make La Croisille an important and lively commune. The latest arrivals, during this mandate, have been:

Not forgetting those who have brought to life our most recent places of entertainment â such as the Pelle Jaune and the âavant-gardeâ animations of the Hangar Ataraxie.
And even though itâs not a business like the others, we appreciate our good fortune in having a complete medical team â with our pharmacy, our two doctors and our two nurses.
Everybody together creates the dynamism and the image of La Croisille, so I dedicate this quotation of Albert CAMUS to them âTrue generosity to the future consists of giving everything to the present.â
But 2026 has already started, and we have already gone back to work, just last Wednesday with the participative project of our public orchard, an improvement which will completely change the Champ de Foire and the entrance area of our cemetery.
To conclude, my dear friends, I invite you all, in a moment, to drink a toast to friendship. In the name of the municipal council and the communal services, I wish you all a wonderful and happy 2026.
